The RFQ is the last step.

By the time a county advertises for design services, the project has usually been in the minutes for a year. A line in the capital plan. A grant application. A budget amendment for the local match. A parcel purchase. Sometimes a study-phase contract that quietly settles who the incumbent will be.

Most firms hear about a project at the RFQ. The firms that win heard about it at the budget amendment. ScopeScout reads the record in between, for the owners in your area, and sends you what it finds every week with the page it came from.

What gets reviewed: council and commission agendas, packets and minutes; bid, RFQ and RFP pages; adopted budgets and capital improvement plans; parks, planning and school board materials; state grant program records; and the statewide legal-notice sites where bid advertisements and hearings are published.

McMinn County Forest Master Plan & Shooting Sports Complex

County-scale recreation master plan funded by an Appalachian Regional Commission grant with a $300,000 local match from the hotel/motel tax reserve. Public input meeting held January 19; revised plan presented to the Recreation and Forestry committees in spring. A TWRA grant for the shooting complex is being prepared.

The engineering firm selected under the January 2025 RFQ is not named in any of the minutes reviewed. Whoever has the master plan will be the obvious choice for implementation design. Worth a call before the TWRA application goes in.

Consultant selections

Eureka Trail SR 39 Pedestrian Bridge

Resolution 26-026 authorized a $36,000 lump-sum agreement with Mattern & Craig for the preliminary engineering report on a grade-separated trail crossing. Property is secured on both sides; a construction grant will be pursued.

The engineer is set. If there is a role here it is on the trail approaches and landscape in the design phase, as a sub.

Alcoa Systemwide Parks & Recreation Master Plan

Kimley-Horn selected for the systemwide plan at $58,000 lump sum under TDEC Local Parks and Recreation Fund requirements, with $45,000 in optional tasks, alongside a $115,000 comprehensive plan update and an $80,000 Springbrook parks master plan under the same task order.

One firm now holds every planning engagement for the city. The design work that follows these plans is the thing to watch.

Each line cites a page in a document kept with the record. That is the standard for everything in a letter.


Contractors and suppliers read the same record.

The minutes that name a design consultant also say when the construction money lands, what the budget is, and which grant is paying for it. That is the lead time a contractor or a product rep usually does not get.

General contractors and construction managers. A project funded in October and designed over the winter bids in the spring. The letter shows it the week the match is approved, with the construction budget when the minutes give one, so you can decide early whether to chase it and who to get to know.

Specialty subcontractors. Site work, athletic surfaces, playground and splash-pad installers, trail builders: the letter tells you which firm is designing the thing you install, months before the plans go out, which is when you want to be talking to them.

Product reps and suppliers. Getting specified happens during design, not at bid. Knowing that a parks master plan was just awarded, and to whom, is the opening for a lunch-and-learn that lands before the specifications are written.

The letter is written for a principal, so the construction items sit alongside the design items. If you only want the construction side, say so when you sign up and we will tune what you get.


How it works

  1. Choose an area. Whole regions, states, counties, or a list of cities. The letter covers that and nothing else.
  2. The record gets read. Each week the documents those owners published are collected, screened for project language, and read. Anything in the letter is tied to a page in a document you can open.
  3. You get a letter. New projects, open solicitations, who was selected and for what fee, changes to projects already on your list, and a note on which sources were checked.

Where it covers

The Knoxville market and what surrounds it: East Tennessee in the most depth, then Kentucky, Western North Carolina and Southwest Virginia, with thinner coverage into north Georgia, southern Indiana and southern West Virginia. Each source was opened and checked by a person before it was used.

Questions

Is this a bid service?

No. Bid services repost solicitations after they are advertised. This reads the meeting record that comes before the solicitation, and keeps following a project afterward: who was selected, for what, and what phase is next.

Where does the information come from?

Official sources only: the owner's own agenda and minutes pages, bid pages, budgets and capital plans, grant records, and the press-association legal-notice sites. Each item in a letter cites the document and page. Nothing comes from a search snippet.

"Recommended" versus "awarded"?

An agenda item is a recommendation. Authorization is in the approved minutes, and execution is a signed contract. The letter uses those words carefully and says when the minutes have not been checked yet.

What if a source was down?

The letter lists which sources were due, which were reviewed, and which failed. A failed source is reported as failed, not as "nothing found."

Can I change my area or pause?
